Процедура лечения:
1) Удаляем предыдущую версию (Если стояла. Так, во всяком случае, рекомендуют авторы патча Team VR). Я ничего не удалял, всё, что проверил - работает.
1) Запускаем инсталлятор NewBlueTotalFXForWindowsSetup30-140213.exe.
2) Запускаем патч NewBlueTotalFXpatch140213(64-bit).exe
И если Вы при установке выбираете путь не по умолчанию, то не забудьте потом перенести файлы вручную в "правильные" папки.
